Council Insight Launches to Analyse User Journeys Across 392 UK Local Authority Websites
David Bishop, founder of Digital Journey Coach, has announced the launch of Council Insight, a new open-source tool designed to support content designers by analysing user journeys across 392 UK local authority websites. The platform aims to help local governments improve website performance without resorting to full-scale re-platforming.
David, who created Digital Journey Coach to challenge the default response of re-platforming in response to underperforming websites, said the tool promotes a data-driven, user-centric approach to digital service improvement. Council Insight is now live and freely available to local authority content teams and web managers.
Built using Drupal, PHP, Ollama, Mistral 7B, RabbitMQ, HAProxy, and Linux, Council Insight is capable of orchestrating AI-driven analysis at scale. The platform has already processed over 40,000 AI-powered conversations across 4,707 individual user journeys, surfacing insights that can help inform better content strategy, navigation, and service design.
Some reports within the tool are still being completed, Bishop noted, but the core functionality is in place and already delivering value.
“This has been a much bigger journey for me personally than I anticipated,” he said, acknowledging the role of his wife and business partner, Lydia Bishop, who helped shape the usability of the system. “I built the engine, but she made it usable.”
Council Insight is intended specifically for public sector digital teams, with a focus on making AI accessible and practical for real-world government needs. David has positioned the platform not just as a reporting tool, but as an invitation to rethink how AI can enhance digital public services, particularly through tools like Drupal.
He also encouraged local authority teams interested in using AI with Drupal to explore the Drupal AI Initiative, which provides resources and community support for integrating generative AI into content workflows.
The launch of Council Insight was inspired in part by discussions and community engagement at the AI Summit and LocalGov Drupal Camp in Westminster, where Bishop credits much of the early encouragement and validation for the project.
Council Insight is free to use, and David is inviting feedback from local authority content designers and web managers as the project enters its next phase.
