Irish Government’s “Build to Share” Strategy Realized Through New Public Consultations Module

Tipperary County Council has launched a new Public Consultations Module, developed in collaboration with The Confident, as a scalable open-source solution aligned with the Irish Government’s “Build to Share” initiative. Originally built to meet local needs, the module is now freely available to all LocalGov Drupal-based public bodies.

Shared Innovation at the Heart of Government Strategy

The “Build to Share” program encourages the reuse of digital tools across Ireland’s public sector to reduce duplication, improve efficiency, and maximize value. This new module enables councils to manage public consultations with accessibility and transparency in mind, offering features for publishing consultations, collecting submissions, and analyzing feedback.

Though the solution was first developed for Tipperary County Council, it was architected with national and international reuse in mind. Now released on Drupal.org, it can be adopted by any local authority or Drupal site.

Open Source for Maximum Impact

The project’s open-source model ensures long-term sustainability and community contribution. It reduces costs by eliminating licensing fees and supports a consistent user experience across different councils.

We needed a flexible, user-friendly way to run public consultations, but we also knew that other councils faced the very same challenges. From the outset, we wanted a solution that would benefit the wider local government community.
