Ramsalt Lab Uses AI to Unlock Norway’s Public Knowledge Through the Kudos Portal

Ramsalt Lab has played a key role in developing Kudos, a Norwegian government knowledge portal that leverages artificial intelligence to transform inaccessible public reports into searchable, summarized, and metadata-rich resources. The initiative was outlined in a case study authored by Ramsalt CEO Yngve W. Bergheim and developer Thomas Andre Karlsen.

The Kudos platform aggregates more than 40,000 documents from ministries, directorates, and agencies into a single searchable interface. It provides access to reports, evaluations, and studies that were previously scattered across separate sites or hidden within PDF archives. The project is a collaboration between the Directorate for Public Administration and Financial Management (DFØ) and the National Library of Norway. Ramsalt Lab serves as DFØ’s digitalization partner under a ten-year framework agreement valued at up to NOK 150 million.

Developer Thomas Andre Karlsen led the integration of AI-powered document analysis that forms the technical heart of Kudos. When a new document is uploaded, the system sends its initial pages to large language models like GPT‑4o and GPT‑5. These models extract key metadata such as titles, authors, commissioning bodies, and keywords, while generating concise summaries. The process turns static PDFs into richly indexed, discoverable knowledge assets.

Ramsalt has also experimented with retrieval‑augmented generation (RAG) technology, enabling users to ask natural‑language questions like “What is the criticism of the Health Platform?” The AI then identifies relevant documents, reads them, and produces fact‑based responses with citations. This feature allows the public and professionals alike to query government knowledge interactively.

Kudos is already transforming how civil servants, researchers, and journalists access information. Public employees can locate existing studies before commissioning new ones, researchers gain structured datasets for analysis, and journalists can uncover patterns across the public sector. Ramsalt Lab’s work demonstrates how Drupal, data mining, and AI can combine to deliver tangible societal impact.
